Military Pay and State Income Tax

Applies to: active-duty, guard-reserve, veteran

Alaska has no state income tax of any kind, making it one of the most financially favorable states in the nation for active duty servicemembers, military retirees, Guard and Reserve members, and veterans.

No Alaska State Income Tax, Period

Favorable

Alaska levies no state income tax on individuals. This applies to everyone who lives or works in Alaska, including military members stationed at Joint Base Elmendorf-Richardson, Fort Wainwright, Eielson AFB, or Clear Space Force Station. There is no Alaska form to file for military pay, no exemption to claim, and no income threshold to meet. Your military pay is simply not subject to Alaska state income tax.

Military Retirement Pay Fully Exempt

Favorable

Because Alaska has no state income tax, all military retired pay is completely exempt from Alaska taxation by default. This includes retired pay from all branches of the armed forces, Reserve Component retired pay, and Survivor Benefit Plan (SBP) annuity payments. Alaska military retirees keep 100% of their retirement income free from state tax, with no age restriction, no income cap, and no phase-in period.

VA Disability Compensation Fully Exempt

Favorable

VA disability compensation is fully exempt from Alaska taxation. Alaska imposes no income tax on any VA benefit payments, including disability compensation at any rating percentage, dependency and indemnity compensation (DIC), and other VA-administered payments.

Guard and Reserve Drill Pay, No State Tax

Favorable

Alaska National Guard and Reserve members pay no Alaska state income tax on their drill pay, annual training pay, or federal mobilization pay. This applies whether members are drilling locally, conducting annual training, or serving on extended federal active duty orders.

Alaska Permanent Fund Dividend

Favorable

Alaska residents, including military members who establish Alaska as their state of legal domicile, may qualify for the Alaska Permanent Fund Dividend (PFD). The PFD is paid annually to qualifying Alaska residents and has historically ranged from several hundred to over two thousand dollars per person. Military members on PCS orders away from Alaska may still qualify if they maintain Alaska as their domicile and intend to return. Consult pfd.alaska.gov for current eligibility rules and application deadlines.

Pro Tip: Alaska has no individual income tax return to file at the state level. For Alaska Permanent Fund Dividend eligibility while stationed outside Alaska, visit pfd.alaska.gov. Federal income tax obligations still apply. Contact your installation Legal Assistance office with questions about domicile and PFD eligibility.

Property Tax Exemptions for Veterans and Servicemembers

Applies to: veteran, surviving-spouse, active-duty

Alaska provides a full property tax exemption for 100% permanently and totally disabled veterans and offers borough-level exemptions and SCRA foreclosure protections for active duty servicemembers.

100% P&T Disabled Veterans Full Property Tax Exemption

Favorable

Veterans rated 100% permanently and totally (P&T) disabled by the VA receive a full exemption from Alaska property taxes on their primary residence. The exemption applies to the first $150,000 of assessed value under state law, though many Alaska boroughs and municipalities extend the exemption to the full value of the property. Contact your local borough assessor for current local rules. To apply, bring your VA award letter showing 100% P&T status, your DD-214, and proof of Alaska residency.

Surviving Spouse Retains Property Tax Exemption

Favorable

The surviving spouse of a 100% P&T disabled veteran may retain the property tax exemption on the primary residence, provided they do not remarry and continue to occupy the home. Documentation requirements vary by borough. Contact your local assessor's office to confirm local surviving spouse provisions.

Alaska Permanent Fund Dividend Supports Homeownership

Favorable

The Alaska Permanent Fund Dividend, paid annually to qualifying Alaska residents, provides financial support that many military families use toward mortgage payments, property taxes, or home maintenance costs. Families with multiple eligible members each receive an individual dividend payment.

Borough and Municipal Exemptions Vary

Conditions Apply

Alaska is organized into boroughs rather than counties. Several boroughs offer additional property tax exemptions or reductions for active duty servicemembers, veterans, or senior residents. The Municipality of Anchorage, Fairbanks North Star Borough, and Matanuska-Susitna Borough each have local provisions. Contact your borough assessor directly to determine all exemptions available at your duty station.

SCRA Foreclosure Protection

Favorable

Federal SCRA protections apply in Alaska. Alaska courts cannot foreclose on an active duty servicemember's primary residence without a court order during active duty and for 1 year after separation. Servicemembers who receive any notice of foreclosure proceedings while on active duty should contact the JAG Legal Assistance office immediately.

Pro Tip: Apply for the 100% P&T property tax exemption through your local borough assessor's office. Bring your VA award letter, DD-214, and proof of Alaska residency. The Municipality of Anchorage assessor can be reached through muni.org. The Fairbanks North Star Borough assessor handles Fort Wainwright and Eielson AFB area properties. Processing time varies by borough.

Vehicle Registration and SCRA Protections

Applies to: active-duty, guard-reserve

Alaska honors SCRA vehicle and personal property protections for active duty servicemembers. Military members have specific rights regarding vehicle registration and repossession.

SCRA Vehicle Repossession Protection

Favorable

Alaska lenders cannot repossess a vehicle purchased before or during active duty without a court order, provided a deposit was made at origination and the servicemember is on active duty. This protects servicemembers facing financial hardship during deployment or PCS transition.

Vehicle Registration for Nonresident Military

Favorable

Active duty servicemembers stationed in Alaska who are not Alaska residents are not required to register their vehicles with the Alaska DMV solely because of their presence in the state under PCS orders. You may maintain your home state registration for the duration of your assignment. This applies to spouses' vehicles as well under the Military Spouse Residency Relief Act (MSRRA).

No Alaska State Income Tax on Vehicle Sales

Favorable

Alaska has no state sales tax, including on vehicle purchases. However, some boroughs and municipalities levy a local sales tax. Anchorage has no sales tax. Fairbanks and other areas may have local taxes. Check with your local borough before purchasing a vehicle.

Extreme Cold Weather Vehicle Considerations

Conditions Apply

Alaska installations require vehicles suited for arctic conditions, including cold-weather-rated tires and engine block heaters. Fort Wainwright and Eielson AFB maintain arctic vehicle standards. This is not a legal protection but a practical consideration for PCSing families bringing vehicles from the lower 48.

Pro Tip: Contact the Alaska DMV at dmv.alaska.gov for vehicle registration requirements. JBER, Fort Wainwright, and Eielson AFB all have installation vehicle registration assistance available through their transportation or legal assistance offices. For SCRA vehicle disputes, contact your JAG Legal Assistance office.

Military Spouse Employment and Licensing

Applies to: active-duty, guard-reserve

Alaska has enacted professional license reciprocity and unemployment protections to help military spouses maintain their careers after a PCS to JBER, Fort Wainwright, or Eielson AFB.

Expedited Professional License Reciprocity

Favorable

Alaska requires professional licensing boards to process expedited applications from military spouses who hold a valid professional license in good standing from another state. Boards must act on complete applications promptly. Covered professions include registered nursing, teaching, real estate, cosmetology, social work, and others regulated at the state level. The Defense State Liaison Office (DSLO) tracks Alaska compliance with the Interstate Compact provisions.

Temporary Practice Permit While Application Pending

Favorable

Alaska licensing boards may issue temporary practice permits allowing military spouses to work in their licensed profession while a full reciprocity application is being reviewed. This prevents income gaps during the PCS transition period.

Unemployment Compensation for PCS Spouses

Favorable

Military spouses who voluntarily leave employment to accompany their servicemember on a PCS move to or from Alaska are eligible for Alaska unemployment insurance benefits. Alaska recognizes a PCS as a qualifying reason for job separation and does not treat the departure as a voluntary quit without good cause.

Anchorage and Fairbanks Employment Markets

Favorable

Anchorage is Alaska's largest employment market, with strong healthcare, aviation, logistics, and government contractor sectors near JBER. The Fairbanks area near Fort Wainwright and Eielson AFB offers defense contractor, government, healthcare, and education employment. Alaska's remote nature creates consistent demand for skilled trades, healthcare workers, and IT professionals.

Pro Tip: Contact the Alaska Division of Corporations, Business, and Professional Licensing at commerce.alaska.gov/web/cbpl for your specific profession. The Army Community Service (ACS) Employment Readiness Program at JBER and Fort Wainwright, and the Airman and Family Readiness Center (AFRC) at Eielson AFB, provide free employment assistance for military spouses.

SCRA Federal Protections in Alaska

Applies to: active-duty, guard-reserve

The Servicemembers Civil Relief Act applies in full force in Alaska. Alaska courts, landlords, lenders, and storage facilities must comply with all SCRA provisions.

Lease Termination with 30 Days Written Notice

Favorable

You can terminate any Alaska residential lease with 30 days written notice after receiving PCS orders or deployment orders for 90 or more consecutive days. Deliver written notice along with a copy of your orders to your landlord. The termination is effective 30 days after the next periodic rental payment date following the date of notice. This right applies regardless of the remaining lease term.

6% Interest Rate Cap on Pre-Service Debt

Favorable

Any debt incurred before you entered active duty, including mortgages, car loans, student loans, and credit cards, must be reduced to a maximum 6% annual interest rate upon your written request with a copy of your orders. The lender must forgive all interest above 6% for the active duty period, not just defer it.

Foreclosure Protection During Active Duty

Favorable

Alaska courts cannot foreclose on an active duty servicemember's primary residence without a court order during active duty and for 1 year after separation. This protection applies to all servicemembers on federal active duty orders in Alaska, regardless of whether the property is located in Alaska. Contact the JAG Legal Assistance office immediately if you receive any foreclosure-related notice while on active duty.

Civil Court Stay of Proceedings

Favorable

If sued in an Alaska civil court while on active duty and unable to appear, you may request a stay (delay) of proceedings. Alaska courts cannot enter a default judgment against an active duty servicemember without first holding a hearing and appointing military counsel if needed.

Storage Facility Protections

Favorable

Alaska storage facilities cannot auction a servicemember's property for non-payment without obtaining a court order during active duty. Given Alaska's high cost of living and frequent use of off-post storage during PCS moves, this protection is particularly relevant for JBER, Fort Wainwright, and Eielson AFB families.

Pro Tip: SCRA violations are federal offenses. For SCRA disputes in Alaska, contact the JAG Legal Assistance office at JBER (907-552-5913), Fort Wainwright (907-353-7700), or Eielson AFB (907-377-1834). All three installations maintain active Legal Assistance programs.

Education Benefits in Alaska

Applies to: veteran, active-duty, guard-reserve, surviving-spouse

Alaska offers in-state tuition for active duty families immediately upon assignment, strong GI Bill partner schools near all major installations, and state-level Guard educational assistance.

In-State Tuition for Active Duty Families, Immediate Eligibility

Favorable

Active duty servicemembers stationed in Alaska and their spouses and dependents qualify for in-state tuition at all Alaska public colleges and universities immediately upon assignment, with no 12-month residency waiting period. This applies to the University of Alaska system, including UAA, UAF, and UAS.

Alaska National Guard Tuition Assistance

Favorable

Alaska National Guard members in good standing may be eligible for state tuition assistance that supplements federal Tuition Assistance (TA) at Alaska public institutions. Contact the Alaska National Guard education office at dmva.alaska.gov for current funding availability and application procedures.

Post-9/11 GI Bill at Alaska Schools

Favorable

University of Alaska Anchorage and University of Alaska Fairbanks both participate in federal GI Bill programs, including the Yellow Ribbon Program. Charter College Anchorage is a Military Friendly institution offering flexible scheduling designed for servicemembers and veterans. Verify current Yellow Ribbon participation and benefit amounts at benefits.va.gov/GIBILL before enrolling.

Veteran Benefits at University of Alaska Campuses

Favorable

The University of Alaska system maintains dedicated veteran resource centers and School Certifying Officials (SCOs) at UAA and UAF. UAF is located near Fort Wainwright and Eielson AFB, making it highly accessible for Fairbanks-area military families. UAA serves the JBER community in Anchorage.

In-State Tuition Retained After Separation

Favorable

Veterans who separated from active duty while stationed in Alaska, or who establish Alaska domicile after separation, qualify for in-state tuition at Alaska public institutions under the Veterans Access, Choice, and Accountability Act provisions. Verify current requirements with your chosen institution.

Pro Tip: Contact the School Certifying Official at your chosen institution for GI Bill certifications. University of Alaska Fairbanks (UAF) has particularly strong relationships with Fort Wainwright and Eielson AFB. University of Alaska Anchorage (UAA) serves the JBER community. Charter College Anchorage offers accelerated programs designed around military schedules.

Voting and Residency Rights

Applies to: active-duty, guard-reserve

Alaska honors your right to maintain your legal domicile and vote in your home state while stationed at any Alaska installation, and the state provides specific rights for military voters.

Maintain Your Home State Domicile While Stationed in AK

Favorable

Being stationed in Alaska does not change your legal domicile. You may continue to vote in your home state via absentee ballot under UOCAVA. File your Federal Post Card Application (FPCA) at FVAP.gov to register and request absentee ballots from your home state.

Establish Alaska Domicile Voluntarily

Favorable

If you wish to vote in Alaska and claim Alaska as your legal home, you may voluntarily change your domicile. Given Alaska's no-income-tax status and the Alaska Permanent Fund Dividend, establishing Alaska domicile can have significant financial advantages compared to states that tax military pay or retirement. Register to vote with the Alaska Division of Elections at elections.alaska.gov.

Spouse Independent Domicile Under VBTA 2018

Favorable

Military spouses may independently choose their own state of domicile under the Veterans Benefits and Transition Act of 2018. The spouse's domicile does not have to match the servicemember's. Alaska must honor this federal right. A spouse choosing Alaska domicile may be eligible for the Alaska Permanent Fund Dividend.

Absentee Voting While Deployed

Favorable

Alaska accepts the FPCA as both a voter registration and absentee ballot request for military voters. Alaska also allows write-in absentee voting. Submit your FPCA well before the election deadline. Contact your installation Voting Assistance Officer (VAO) for assistance.

Pro Tip: Your installation Voting Assistance Officer (VAO) at JBER, Fort Wainwright, or Eielson AFB can help you file an FPCA at no charge. The Alaska Division of Elections at elections.alaska.gov has military voter resources. For PFD domicile questions, consult pfd.alaska.gov or your installation JAG office.
